fire departments all over the country. Worsening PPC gradings
and less effective fire protection reflect the pressures. In

Joe Masington is an assistant vice president in ISO’s
Risk Decision Services. He is responsible for strategic
management of the Community Hazard Mitigation product
line that includes ISO’s Public Protection
Classification, Building Code Enforcement and Community
Rating System programs. Mr. Masington has more than 25
years of insurance industry experience. He holds a
bachelor’s degree in business management from Eastern
University. Mr. Masington is a former career fire
fighter and fire chief of the Upper Darby Township,
Pennsylvania Fire Department.
